The California legislature has passed a bill creating a do-not-call list in the nation's most populous state, and the proposal awaits the signature of Gov. Gray Davis.
The bill passed the state's Assembly and Senate this week by overwhelming majorities. It allows consumers in California to register for the DNC list for $1, renewable every three years. Start-up costs are estimated at $2.2 million. The bill calls for the state attorney general's office to begin maintaining the list no later than Jan. 1, 2003.
The bill's author, Democratic state Sen. Liz Figueroa, drew criticism from the teleservices industry for the unusual route she took to win the DNC list's passage. Figueroa took an existing bill dealing with architect licensing that had already passed the Senate and replaced the old language with language creating a DNC list.
