When Did the Postal Service Become a Private Business?

I was dismayed by Dan Blair’s comments (Letters, June 6). Blair is acting director of the Office of Personnel Management, so I assume his views would carry weight. When did the USPS become a private business? As a federal agency, the USPS is required by law to give veterans preference in hiring and RIFs (i.e., first hired & last fired). This greatly increases their number in the USPS. Private businesses are not required by law to offer retirement credit for military service to the veterans they hire.

Why shouldn’t the Defense Department foot the bill for retirement credit because of military service?
