The U.S. Postal Service has new plans in place for its Revenue Assurance Program and will start implementing them within 60 days, USPS chief financial officer M. Richard Porras told attendees at yesterday’s Mailers Technical Advisory Committee meeting in Washington.
The RAP has been a controversial topic in the mailing community for the past several months, with mailers complaining that the USPS unfairly demands payment of back postage for unclear, ambiguous or inconsequential violations of the Domestic Mail Manual and then does not afford mailers the appropriate due process.
Porras said the agency would develop a quality charter to ensure quick resolution of quality assurance problems, and would make sure that communication is ongoing between USPS and its mailing custtomers. In addition, it would develop an appeals process and make sure that USPS' Bulk Mail Acceptance and Rates and Classification Service Center personnel are available to work with customers.
While most mailers were impressed with the changes, some were hesitant.
“We can take their word … but until we actually see things happen in person, and in the field, I think most people are pretty apprehensive about the new plans,” said Joe Schick, who is also director of postal affairs for Quad/Graphics, New Berlin, WI.
