Report: Postal Reform Will Bring Lower Standard Rates

Postal reform legislation will lead to smaller postage rates over the next 10 years for those who mail Standard letters and flats, according to a study conducted for the Direct Marketing Association by Washington-based postal consultants SLS Consulting.

The study found that postage payments would be meaningfully smaller under either the House (H.R. 22) or Senate (S. 662) bills, with those under the Senate bill smaller than those under the House bill.

The postage savings are the result of the net cost savings from lifting the escrow and changing the retiree benefit payment mechanisms as prescribed by H.R. 22 and S. 662 as well as implementing a CPI-based rate indexing system beginning in 2008.
