Internet software companies Phone.com Inc. and Software.com said yesterday that they plan to merge. The combined company will focus on providing scalable infrastructure and application software for the delivery of e-mail, voice mail, unified messaging, and directory and wireless Internet access for Web-based networks.

The new company name was not announced, but it will be based in Redwood City, CA, where Phone.com is located. The boards of both companies have accepted the deal, which is valued at $7 billion. Pending shareholder approval, the merger is expected to be complete by the end of the year.
