Billboard Kwok has been appointed as managing director, Euro RSCG 4D China. He joins the agency from iCoupon and WE mobile media group, where he was COO.

Internet radio ad network TargetSpot has named Eyal Goldwerger CEO. He previously held the same position at XMPie Inc.

Strategic Fundraising Inc. has tapped Doug Hauth as director of strategic partnerships. For the previous four years, Hauth served as senior business development manager at Convio.

Chicago-based agency Colman Brohan Davis has named Karl Seyfert director of interactive marketing. He was most recently engagement director at Roundarch, and has held senior roles at Agency.com and Experian/Metromail.

David and Goliath has named Noah Phillips and Greg Szmurlo copy writers and named Howard Herrarte senior art director of the agency’s LA office. Phillips joines D&G from Cutwater and Szmurlo joins from Barkely, Kansas City, MO. Herrarte previously served as art director for Hill Holiday in New York.

Dave Fall has joined online advertising services agency Clickable as SVP of product and operations. He spent the past 11 years in senior technical, product and managerial roles at DoubleClick and Google.
