Canadian Agency Charges Toner Marketers

The Canadian Competition Bureau filed criminal charges against two companies, their owner and office manager on allegations that they billed organizations for toner products they didn't order, the bureau said yesterday.

Lexcan International Corp. and H&P Communications, both based in Toronto, targeted businesses, nonprofits and government agencies in Canada and the United States, sending invoices for products the organizations had not agreed to buy, the bureau charged. The two companies shared an owner, Edward Harry Leefe, and an office manager, Shirley Herrell, both of whom were arrested.

Neither company has a published number. Information about criminal penalties faced by Leefe and Herrell were not disclosed.
