Barton Named Consultant to Mail Order Association

Richard A. Barton, the former senior vice president for congressional relations at the Direct Marketing Association, has been named a consultant to the Mail Order Association of America effective tomorrow.

The small, highly focused MOAA represents large-volume catalogs. Founded in 1933, it has included many of the nation's pioneering catalog companies. Today, members include L.L. Bean, Land's End and J.C. Penney.

Barton retired from the DMA last year after representing the association in Washington for 23 years.

“Richard Barton has wide experience representing mailing interests in Congress, the postal service, the Postal Rate Commission and other government bodies important to direct marketers,” said John Oliver, vice president for government affairs of L.L. Bean Inc. and president of the mail order association.

Oliver said that the association hired Barton “to expand and strengthen its voice in Washington in a time of great challenge to the nation's postal system, a system that is now facing the necessity for fundamental changes in its organization and operations.”

Barton will work closely with MOAA Washington counsel David Todd of the Patton Boggs law firm.
