What offers well over 1 billion places to advertise, is the lowest-cost medium, reaches the ultimate hotline for direct mail-sold offers, can target demographically, by source and regionally in some cases, is a source for partnerships, endorsements and reciprocity, is an excellent source of revenue to mailers who make these available (a new one can sell more than 20 million of these in a few months!), is a decent sort of revenue to managers, simple and clean reporting/accounting, offers shared impact rather than direct impact from postal increases and is not at this time subjected to legislation?
