PRC Publishes Final Rule on NSA Procedures

The Postal Rate Commission published in the Federal Register yesterday a final rule on procedural requirements that the U.S. Postal Service and other parties must follow when filing for Negotiated Service Agreements.


NSAs are special service and rate arrangements negotiated between the USPS and a mailer or group of mailers. Capital One Financial Corp. was the first mailer to be awarded an NSA last May.
