The 23rd Universal Postal Union Congress will take place in Bucharest, Romania, from Sept. 15 to Oct. 5, 2004.

The Palace of Parliament, the headquarters of the Romanian Parliament, will serve as the main Congress venue.

As host country, the Romanian Post will chair the UPU's Council of Administration immediately following the Congress.

The UPU Congress meets every five years. Though the Congress' main function is legislative, it has focused much of its attention in recent years on strategic and broad policy issues.
