News Byte: FEMA Veteran Takes Over as PRC General Counsel

The Postal Regulatory Commission yesterday announced it had named David A. Trissell to replace Stephen Sharfman as General Counsel. Sharfman, well known and respected in postal circles, had served 23 years in the position.

Trissell arrives at the PRC from the Federal Emergency Management Agency, where he spent 18 years in various roles, including seven as Chief Counsel. He directed more than 130 attorneys and staff in support of all FEMA's legal support activities, including litigation in coordination with the Department of Justice.

Trissell, who holds journalism and law degrees from the University of Oklahoma, served on the Office of Management and Budget's Transition Planning Office to help create the Department of Homeland Security. He recently served as the FEMA attaché and senior counselor to the U.S. Mission to the European Union in Brussels.
