The following appointments were announced recently by the USPS:

* Larry Speakes, White House press secretary under Ronald Reagan and former senior vice president of corporate relations at the USPS, is now senior adviser to PMG William J. Henderson.

* Deborah Wilhite, a former Democratic National Committee official, was promoted from vice president of government relations to senior vice president in charge of government relations. She also was named to the management committee.

* Jack Potter was promoted from vice president for labor relations to senior vice president, in what mailers think is a reflection of Henderson's emphasis on labor relations. He also was named to the management committee.

* Frank P. Brennan Jr., former manger of media relations for the USPS and former assistant to both Henderson and former PMG Marvin Runyon, now is vice president in charge of corporate relations.
