FTC Will Collect $10,000 in COPPA Settlement

The Federal Trade Commission last week reached a $10,000 settlement with American Pop Corn Company involving violations of the Children's Online Privacy Protection Act.

American Pop Corn operates a Web site at www.jollytime.com with a "Kids Club" section aimed at children under 13. COPPA requires Web sites that collect information from children younger than 13 to obtain parental consent and to post privacy policies.

In its complaint, the FTC accused the operator of www.jollytime.com of collecting personally identifiable information from children younger than 13 without parental consent. The FTC also alleged that the site's privacy policy, which claimed that parents would be notified, was false.

In addition to the $10,000 settlement reached Feb. 14, future data collection by American Pop Corn must comply with COPPA.

The settlement was the fifth civil penalty case brought by the FTC since COPPA took effect April 21, 2000.

Other Web sites such as lisafrank.com, girlslife.com, bigmailbox.com and insidetheweb.com settled similar charges with the FTC in April and October of last year.
