James F. Holmes Named Acting Census Leader

Commerce Secretary William M. Daley announced Jan. 30 that James F. Holmes will serve as acting director of the Census Bureau until a replacement is named for Martha Farnsworth Riche. Holmes, who is director of the Census Bureau's Atlanta regional office, began his career with the Census Bureau in 1986 as a survey statistician and then survey coordinator in the Detroit regional office. Since then, he has held managerial positions in the Kansas City and Los Angeles regional offices and was director of the Philadelphia regional office. "I know Jim will do an excellent job until a new permanent director is in place," Daley said. The Commerce Department, which oversees the Census Bureau, can appoint an acting director, but the permanent director is named by President Clinton and confirmed by the Senate.
