USPS Proposes Centralizing Processing of Parcel Testing Requests

In a move to encourage consistency, the U.S. Postal Service last week proposed a rule in the Federal Register that would centralize the processing of requests for parcel testing.


The testing is needed to determine whether parcels can be processed on bulk mail center parcel sorters when they do not conform to general machine criteria.


Under this proposal, parcel testing no longer would be performed by the BMC manager, but by the manager of BMC operations at USPS headquarters.


In the filing, the USPS said that system-wide consistency would be achieved if exception requests are processed at one location rather than at each BMC. The procedure for testing parcels would "ensure that customer expectations of consistency across postal operations are met," according to the filing.
