USPS Offers Parcel Select Rule

The U.S. Postal Service published a proposal in the Federal Register yesterday that would require the use of an electronic manifest system for postage manifesting and payment of all Parcel Select mailings.

This includes all Standard Mail machinable parcels or other package services parcels authorized for commingling with Parcel Select mailings.

Parcel Select lets high-volume shippers earn discounts by bypassing processing operations to enter parcels into the mail stream as close as possible to the delivery post office.

The requirement, which proposes using the postal service's Electronic Verification System (e-VS), would reduce costs and enhance efficiencies, according to the filing. The USPS also said it eventually may expand the program to all parcel mailings.

Comments are due by Dec. 7. The proposal would take effect no sooner than a year after publication of the final rule in the register.
