Publishers Clearing House has responded to criticism from Iowa Attorney General Tom Miller over its marketing practices to the elderly by agreeing to pay a $2,500 penalty each time it mails to someone who has been removed from its mailing list. It has also agreed to identify $500 spenders each quarter and attempt to determine their ages. If they are over 65, they will be contacted by phone and the contest rules will be explained to them.
