A coalition of postal customer groups issued a blanket approval of the Postal Regulatory Commission's placing limits on the U.S. Postal Service's implementation of the Intelligent Mail barcode (IMb).

In approving the CPI postal rate adjustments set to take effect on January 26, the PRC denied the Postal Service's request to expand full-service IMb requirements, noting that such a move would result in increases in First Class and Standard Mail, as well as periodicals.

“While we encourage the Postal Service to expand its capacity to track and measure the performance of mail services, this cannot be accomplished in a manner that effectively raises rates by 4.1 and 4.9 percent for First Class and Standard Mail,” said PRC Chairman Ruth Goldway.

“The commission should be commended for requiring the Postal Service to account for this rate hike when evaluating USPS compliance with the price cap,” read a statement issued jointly yesterday by organizations including Quad/Graphics, R.R. Donnelley, the Direct Marketing Association, and the Association for Postal Commerce. “The inflation-based price cap is the only protection that mailers have against the Postal Service's monopoly powers and potentially excessive rate increases.”
