Health and Human Services Department seeks direct mail, branding help

The US Department of Health and Human Services is searching for a firm to provide direct mail, branding and design services for a National Institute of Health communications office. The winning firm will work with the agency's National Library of Medicine Office of Communications and Public Liaison.

The contract is for one year, starting at the date of the award, with four one-year extension options. Electronic responses must be received by the agency no later than 4pm Eastern on December 21, according to its Federal Business Opportunity brief. A list of interested vendors was not available on the FBO Web site.

Sheila Edmonds, contract specialist at the National Institute of Health, said that she could not disclose the financial terms of the account. An award date has not yet been set, she said.

The request for qualifications says the agency is seeking a contractor to aid it in “designing and producing promotional materials to reach health professionals, researchers, populations in rural communities, minorities and the general public.”

Along with planning campaigns and creating overall brand concepts, such as logo designs and artwork, and aiding production and design, the account's work includes the creation of direct mail items, brochures, event and press kits, newsletters and stationary. The winning vendor will also be required to create messages, text and images for the agency's Web site, as well as for other Web-based communications.

The Health and Human Services Department also launched a national PSA campaign called “Together we can all fight the flu” on December 7, in cooperation with the Ad Council. The effort features television, radio, online banner and outdoor PSA elements that urge consumers to get vaccinated against the H1N1 flu virus.
