Bush Nominates 2 Executives as USPS Governors

President Bush nominated two executives, Carolyn L. Gallagher and Louis J. Giuliano, to the U.S. Postal Service Board of Governors on Oct. 8.

Bush is naming them as "recess appointments," which lets them bypass the Senate confirmation process and begin serving on the board immediately.

Gallagher, an investor and adviser to several businesses who is based in Austin, TX, was nominated to serve for the remainder of a term expiring Dec. 8, 2005. Giuliano is chairman of the board of ITT Industries, White Plains, NY, a $6 billion Fortune 500 engineering and manufacturing company serving the global pump, defense, interconnect and specialty industrial markets. He was nominated for a term expiring Dec. 8, 2009.

The Board of Governors is comparable to the board of directors of a private corporation. The board consists of nine appointees, the postmaster general and deputy postmaster general. The president appoints the nine governors with the advice and consent of the Senate. The appointees select a postmaster general, and they choose a deputy postmaster general. Governors are appointed to a nine-year term or to the remainder of an unexpired term. The board has four vacancies.

Gallagher will fill the slot vacated by Ernesta Ballard, who resigned from the board earlier this year. Giuliano will fill the slot vacated by Albert Casey, who died earlier this year.

Gallagher served on the President's Commission on the U.S. Postal Service and most recently was president/CEO of Texwood Furniture Inc., Taylor, TX, a manufacturer of furniture for the education market.
