The Senate confirmed Mickey D. Barnett, James H. Bilbray, Katherine C. Tobin and Ellen C. Williams as U.S. Postal Service Governors and Mark Acton was also confirmed as commissioner of the Postal Rate Commission for the rest of a six-year term expiring Oct. 14, 2010.
