In preparation for the US transition to digital-only TV broadcasts on February 17, 2009, the US Federal Communications Commission held an auction last month for the 700-megahertz band licenses that will become available. Database and list marketing giant InfoUSA plans to spreading its business overseas, initially targeting China and India. The company said in a release it is in discussions with several overseas partners to compile a telephone-verified database for these countries.

Bank of America, in partnership with Holsted Marketing Inc., is planning a 300,000-piece direct mail campaign for April 15 that began with inserts on its billing statements. For at least the past three years, Bank of America and its subsidiary, MBNA, have done a bangtail promotion — perforated mail-back tabs on statement envelopes — on its outgoing credit card statements promoting a jewelry continuity program.

Recently launched online advertising alliance QuadrantOne, which is owned by Tribune Co., Gannett Co. Inc., Hearst Corp. and The New York Times Co., has announced a partnership with the Newspaper Consortium, a group of 26 newspaper companies. It now represents more than 250 newspapers and 25% of the daily newspapers in the US.

The Postal Regulatory Commission has completed its first review of the US Postal Service's price adjustments under the Postal Accountability and Enhancement Act, finding that all rate increases announced February 11 and set to go into effect May 12 are within the required Consumer Price Index cap.

Online auction company eBay has announced plans to launch a new affiliate program, titled The eBay Partner Network, on April 1. This network will replace the seven-year-old program it had with one that is managed in-house and incorporates all of eBay's global properties.

AOL is taking the paper out of couponing with its Shortcuts service. Launched today, the program links online coupons to grocery store loyalty cards, making coupon redemption automatic at checkout with the scan of a loyalty card.
